Cochise County staff present IGA with Douglas to acquire Kings Highway right-of-way for utilities to new port of entry

Cochise County staff briefed the Board of Supervisors on a proposed intergovernmental agreement (IGA) with the City of Douglas to acquire right-of-way for extensions of Kings Ranch Road and utility lines to a planned new port of entry.
The IGA would allow the City of Douglas to fund purchases of county land for use as right-of-way so the city can install water and sewer lines and reserve corridors for future roads, county staff said. Sharon Watkins, engineering and natural resources staff, described the work as supporting the city’s utilities connections and noted that developers would construct roads when parcels are developed.
Staff said some property owners near the planned alignment are pursuing rezoning to light industrial; the county expects rezoning requests to come before the board next month. Watkins said the city intends to annex the area out to the port of entry eventually, but that process will take “a few years” and would occur on the city’s schedule.
County staff emphasized the IGA covers purchase of right-of-way now and that future road construction and development would be completed by developers and property owners as they build. The item was presented as an informational briefing; staff told the board the IGA and related rezoning will appear on a future board agenda for consideration and formal action.
The discussion included no formal vote during this work session. Staff asked the board to hold further questions for the regular meeting when the IGA and rezoning appear for action.
