North Bend city planner Derek Payne to leave May 23 for county post in Central Oregon

Derek Payne, North Bend city planner, told the City Council at its May 12 work session that he will leave the city on May 23, 2025, after accepting a community development director position with a county in Central Oregon. "After nearly 5 rewarding years serving North Bend, I'm here tonight and to inform you of my impending departure from the city of North Bend," Payne said during public comment.
Payne reviewed accomplishments during his tenure, citing progress on affordable housing, housing choices, parks and recreation, economic development, the Quezbeh Estuary Management Plan and zoning changes. He thanked council members and city staff and said he is confident that the city manager, public works director and the city engineering coordinator will guide North Bend’s projects after his departure.
Payne also acknowledged public works employees he said were especially important to ongoing operations, singling out Ralph in Streets and Wastewater and Derek Windham, the city engineering coordinator, as key staff members. "Ralph genuinely does it all," Payne said. He offered to answer questions offline and said he brought visual materials to illustrate work completed during his time with the city.
Mayor Ingleke and council members offered congratulations and well wishes during the work session. Payne’s announcement was made during the council’s public comment portion of the work session; no formal personnel action was taken at that meeting.
