Board authorizes $3.78 million contract for Auburn Jail HVAC and roof renewal

The Placer County Board of Supervisors authorized plans and specifications and approved moving forward with a construction contract to renew the HVAC systems and roofing at the Placer County Main Jail in Auburn.
Mike Taxaro, project manager for Facilities Management, told the board the project will replace 60 mechanical rooftop units and the aging single-ply roof systems, some parts of which date to the original 1985 building and other parts to a 2022 housing unit addition. Staff said the work will address persistent leaks, rooftop drainage problems, and heating/cooling deficiencies and is expected to extend the building’s useful life by more than 20 years.
The board authorized advertisement for bids and authorized the Director of Facilities Management or designee to award a construction contract in an amount not to exceed $3,780,000, subject to County Counsel and risk management concurrence. The authorization also included an allowance for change orders consistent with the agenda amount and county policy; county attorneys confirmed the board would follow the contingency and change-order limit published on the agenda when announcing the vote.
Supervisors and staff discussed a discrepancy between a staff report and the agenda on the amount reserved for change orders; County Counsel requested the board use the figure listed on the agenda. Staff said the typical 10% contingency rule applied and agreed to honor the agenda figure. The motion passed unanimously.
