Planning commission adopts bylaw amendment on leadership nominations, forwards change to city council

The Providence City Planning Commission voted to adopt proposed amendments to Planning Commission Bylaw 3.2 concerning nominations and election procedures for chair and vice chair and will forward the change to the Providence City Council for approval.
Commissioner Bob Washburn introduced the proposal to require nominees to state their willingness to serve and to allow all commission members (including nonvoting alternates when present) to vote on leadership. Washburn said the proposal is intended to ensure candidates are willing to serve and to give the full commission a voice in leadership choices. Commissioners discussed protocol, the role of quorum, and timing for elections (the election is held at the commission’s first meeting in July). Scarlett (planning staff) and Ty (recorder) provided process clarifications: bylaws are adopted by the commission but are approved by city council via resolution; the chair decides how to proceed with scheduling and submission to council.
After discussion the commission voted to adopt the bylaw amendment at the meeting and directed staff to place the amendment on the next Providence City Council agenda for consideration. Commissioners noted that, if the council does not approve the change, the prior bylaws remain in effect.
Discussion covered procedural details commissioners wanted clarified in the draft language, including whether the bylaws should specify the majority required for an election when some members are absent or alternates are seated. Commissioners agreed the code already contemplates a quorum and a simple majority for elections; staff confirmed election timing and that the commission’s July election could proceed after council action if needed. The commission’s motion to adopt and forward the amendment carried.
