Commissioners agree to sign final plat for subdivision annexed into Pocatello, allow city bonding

Bannock County commissioners on May 15 agreed to sign the final plat for a subdivision along South Fifth that began under county review but was annexed into the city of Pocatello before completion of all construction items.
Planning director Hal Jensen explained the developer started the subdivision under the county process; since then the parcel was annexed by the city of Pocatello. Roadway and utility construction is being completed to city standards (curb, gutter, sidewalk, compaction tests, sewer and water). County and city staff reviewed the developer’s request to bond the remaining work under Pocatello’s bonding rules. Under county ordinance, bonding for incomplete items is more limited; Pocatello’s ordinance allows a developer to post a bond for outstanding work.
Merrill Quayle, public‑works engineer for the city of Pocatello, told commissioners the developer has installed curb and gutter, brought in gravel for roadwork, and placed sewer and water lines that are functioning. The developer seeks to post a city bond to cover outstanding amenities so the city can complete inspections and oversight.
County staff proposed signing the final plat now to conclude the county’s responsibility for the subdivision process while allowing the city to hold the bond and complete the remaining work under its inspections and standards. Commissioners discussed whether any conditions remained from the annexation process; they concluded those issues should have been addressed during annexation and expressed no objection to turning oversight to the City of Pocatello. One commissioner said that if the plat must be amended later, the developer would have to work through Pocatello rather than the county.
A commissioner moved to authorize signature of the final plat with the understanding that outstanding work will be bonded and addressed under the City of Pocatello’s authority; the board voted by voice to approve the motion.
