County moves to contract New Clean for event restroom cleaning; approval pending final contract edits

Parks staff explained the county has struggled to fill year-round restroom attendant positions and has tried full‑time and part‑time staffing models; neither produced consistent, high-quality coverage, particularly during busy evening events. The county solicited a proposal from New Clean, which proposed a five-day-a-week evening cleaning schedule during the high-use season at an estimated cost of about $3,000 per month for roughly seven months. County staff said they negotiated a hybrid arrangement that would combine approximately $10,000 in sponsorship value and roughly $10,000 in cash to lower the net county outlay.
New Clean representatives described their experience providing janitorial services to schools, event centers and other facilities and said they would provide supervisors and regular inspections. County staff and commissioners asked for clearer contractual definitions of the scope of services (for example, specific cleaning tasks per restroom) and the days of service; staff agreed to incorporate a King County restroom proposal document and to correct standardized contract language identifying the contracting county entity (the transcript records staff requesting the contract identify “Bannock County, a political subdivision of the state of Idaho,” and include the facility address).
A commissioner moved to approve the agreement pending that final review; the commission voted by voice to approve the pending-contract approach and directed staff to finalize terms and start the contract with an effective date the county will set (the transcript records staff initially proposing May 15 as the effective date). Commissioners said the arrangement could be funded from existing temporary-staffing budget lines and that the county may consider the service and sponsorship arrangement for next year’s budget.
