Commissioners approve $3 million in Montco 2040 implementation grants to 27 municipalities

The Montgomery County Board of Commissioners voted May 15 to award $3 million from the Montco 2040 implementation grant program to community projects across the county.
County planning staff and the Montco 2040 review committee said this was the program’s tenth year; staff reported 31 applications from 27 municipalities totaling roughly $6 million in requests. The Board approved the slate recommended by the review committee after a presentation by county planning staff.
Anne Levitt Gruburger and Scott France described the approved projects, which cover walkability, trail connections, park and stream restoration, streetscape improvements and adaptive stormwater work. Examples included an East Greenville loop trail and ADA improvements at Action Park; streetscape and pedestrian safety projects in Norristown and Jacobstown borough; a Marion Avenue culvert replacement in Lower Gwynedd to reduce local flooding; trail and parking improvements at the Vossmer Tract park in New Hanover Township; upgrades to Brookside Park in Pottstown; and pedestrian and bus‑stop improvements along Boulevard of the Generals in West Norriton Township.
Staff said one innovative reuse award will fund motorized window blinds, automatic door openers and exterior lighting at the Upper Perkiomen Valley Library in Red Hill Borough to protect collections and improve accessibility. Other awards will support multi‑park trail repaving in Lansdale, a new dog park and nature playground at Highland Huber Park in Perkiomen Township, and restoration work at the Speaker’s House in Trappe tied to the semiquincentennial.
Committee members said they prioritized projects that connect to county assets, leverage other funding and demonstrate readiness. Dulce Flaherty chaired the review committee and county staff noted the committee reviewed applications in multiple three‑hour sessions because this year’s application pool was unusually large.
Commissioners praised the program’s approach and said they would welcome future budget discussions about expanding the program. A motion to approve the Montco 2040 grant awards passed on a voice vote; the record shows unanimous consent by those present at the meeting.
