SAC Sewer forms Delta Conveyance ad hoc committee amid litigation; five directors appointed

The Sacramento Area Sewer District board on May 14 established an ad hoc committee to address district concerns related to the Delta Conveyance Project and ongoing litigation with state agencies.
Mike Hewitt, director of policy and planning, told the board the district is a plaintiff in litigation challenging state approvals of the Delta Conveyance Project and that the project could affect district environmental and economic interests—particularly the Harvest Water Project. Staff recommended a time-limited (up to one year) committee to facilitate discussions with the California Department of Water Resources (DWR) and other parties, evaluate options to address potential impacts and report back to the full board.
Hewitt recommended the committee include Directors Hume, Kennedy, Soon and Villegas, and the board added Director Kaplan as a fifth member to ensure city representation. Director Houghton volunteered to serve and used the public comment portion of the committee discussion to state strong opposition to the project, saying, in part: “I will not negotiate with terrorists, I will not accept compromises, and I cannot be bought off by a community benefits program. I will fight this project till the dying day.”
Board members approved formation of the ad hoc committee by voice vote; staff said the committee would hold a kickoff meeting in June if schedules permit. No public comment was received on the item at the meeting.
The ad hoc committee is intended to provide a focused forum for the district to coordinate litigation strategy and policy engagement related to the Delta Conveyance Project and to evaluate potential impacts to district capital projects and operations.
