Carroll County commissioners opened bids on May 12 for a laundry-facility construction and entrance-services contract and took no final award, directing staff and the county architect to review the submissions and return with a recommendation.
County staff read two submissions. One proposal, from Bowen Construction (as presented in the packet), included a fee proposal of $145,787 and a separate pre-construction-services line of $7,500; staff summarized the combined amount as roughly $153,000. The second submission, identified in the packet as from Lynette Page and Stone Corporation, included large general-conditions and construction-line items including a $219,840 general-conditions entry.
Staff told the commission the bids were not apples-to-apples and recommended the county architect and staff (including “Bob,” who was present) review the documentation and return with a formal recommendation at the next meeting. The commission asked for a recommendation to come back the following week.
No contract award was made at the May 12 meeting. Staff said they had all required insurance documentation on file and would verify completeness before returning a recommendation.
The county recorded the bid amounts and asked for the architect’s review to ensure comparability of scopes and line items prior to any award decision.
