Ray Kirby, a local real estate agent and the property owner, asked the panel to rezone a renovated property at 200 Clark Boulevard from R-1 (single-family) to C-2 (general commercial) so a buyer could operate a one-chair hair salon.
City staff and commissioners said C-2 covers a broad range of uses that would be out of character for the block. Staff explained R-2 or a home-occupation allowance would likely meet the applicant’s stated need without converting a single lot to full commercial zoning. One staff member noted that R-2 allows home occupations subject to approval and that C-2 “gets a little out of character with the block.”

The commission made a motion to recommend R-2; the motion was seconded and carried. The recommendation will be forwarded to the mayor and aldermen for final consideration.
