Council approves one health-department hire, tables others amid grant and lease concerns

He explained that many positions are grant-funded and that the department has grown substantially in recent years; council members worried that federal or state grant changes would leave the county with lease and staffing obligations.
Council members pressed Joe on whether grant budgets can be used to pay rent, whether grants are reimbursable or advance-funded, and how quickly the county would become responsible for lease obligations if grants are reduced. Joe explained WIC is a reimbursable grant (October to September) and that the county submits claims to the state after spending; if the federal/state funding stops, the county would lose that reimbursement and the positions tied to the grant could end.
After discussion the council voted to approve the Early Learning Initiative position (agenda item I) because that role is funded by a local foundation grant and a candidate was in place. The council tabled the other health-department requests (items F, G and H) to allow time to clarify the county's lease obligations, the pass-through share of grants from the state and whether funds could be used to cover rent or other long-term costs. The table vote was a roll call: Council member Yaccarino and Council member Kiefer voted no; Council members Hahn, Bassmeyer, Raven, Montrastell and President Schettler voted yes (5 ayes, 2 nays), and the motion to table carried.
Ending: Council asked the health director to provide a detailed list of grants, how each is funded and any long-term obligations; the department agreed to return with documentation including grant budgets and lease language.
