Evansville MPO adopts 2026–2030 TIP, aligns amendment thresholds with NDOT

The Evansville Metropolitan Planning Organization voted to adopt the final 2026–2030 Transportation Improvement Program and the accompanying air-quality conformity determination.
Staff said the draft TIP was developed with local agencies, two state DOTs and the Federal Highway Administration; the draft was advertised for public comment March 17–April 16 and three open houses were held. Staff reported one official public comment asking that Washington Avenue be considered for improvements similar to Walnut Street; that comment was incorporated into Appendix C.
At the Federal Highway Administration's recommendation, MPO staff revised the TIP's amendment-threshold numbers to align with NDOT thresholds so state and MPO review thresholds match. Staff also reported a revision to the MPO-attributable funding estimate, from $8,690,000 per year to $8,605,000 per year, a reduction of $85,000 that staff described as a refined estimate rather than final funding.
Staff indicated the TIP program of projects remains fiscally constrained and consistent with the MTP 2050 and the air-quality conformity report. The board adopted the TIP and conformity determination by voice vote.
The board approved the final TIP with no further public comment recorded at the meeting.
