San Gabriel planning commission finds draft 2025–26 through 2030–31 Capital Improvement Program consistent with general plan, 4–0

The San Gabriel Planning Commission voted to adopt a resolution finding the proposed 2025–26 through 2030–31 Capital Improvement Program consistent with the city’s general plan, approving the staff recommendation by a 4–0 vote.

The vote clears a procedural state requirement under California Government Code 65401 that proposed capital projects be found consistent with the general plan before they may be approved by the City Council, which is scheduled to consider the CIP on 06/03/2025.

Staff described the CIP as a five-year program identifying capital improvements and potential funding sources. Acting Public Works Director Angela Chang told commissioners the city has applied for a grant and is pursuing additional funding for the Smith Park pool renovation, and that the city estimates the pool renovation could cost about $10,000,000 and would include new showers and dressing rooms. Chang said the CIP includes a $500,000 allocation for fiscal year 2025–26 as a year‑one contribution to that project.

The draft CIP also lists a $135,000 allocation for the city’s affordable-housing development program (noted in the packet as tied to a development near the tracks) and a $600,000 allocation for new restroom buildings at Alleugo Park. Chang confirmed the Alleugo restroom project is not yet complete and is planned for a future year in the CIP.

Commissioners pressed staff on multimodal elements and project timing. One commissioner asked whether the $500,000 for Smith Park would change the park’s footprint; Chang replied, “No. We are not. We are going to stay with the same footprint.” Another commissioner recommended shifting some emphasis from vehicle‑focused intersection widening to pedestrian and bicycle improvements given the city’s built‑out corners and congested streets. Staff said the city has pursued pedestrian‑safety work and noted a prior verbal notice of a potential $1.3 million local‑return award from ExpressLink (described in the meeting as an ExpressLink local return grant) to support pedestrian improvements; staff said that funding had not been executed and must be brought to the awarding board for formal approval before it can be added to the CIP.

On traffic projects, staff said Metro is managing the design phase of an intersection‑widening project at Las Tunas and Mission (described during the meeting as widening and realigning to add right‑turn capacity), and that minor right‑of‑way acquisitions are anticipated to shift lane geometry and add turn lanes. Staff also noted planned pedestrian improvements such as rapid‑flashing beacons, road‑diet evaluations and sidewalk infill, and a bike‑link extension on Del Mar.

There was no public comment on the CIP during the meeting. Following discussion, a commissioner moved to adopt the resolution finding the CIP consistent with the general plan and another commissioner seconded; the commission then voted 4–0 to approve the resolution. The City Council is listed in the staff materials as scheduled to consider the CIP on 06/03/2025.
