Consultants from Raftelis presented an operational assessment of Lake Elmo’s Public Works department on May 20, concluding that workload growth since 2019 has substantially outpaced staffing increases and that the city should prioritize several operational and staffing changes.
Raftelis vice president Scott Parker and project manager Brian Kirsch said the department provides “a high level of service” today, but that the volume of assets and customers has risen sharply. Consultants cited city figures showing a rise from roughly 1,000 water accounts in 2013 to about 3,600 today and major increases in sewer accounts and pipe mileage since 2019. The consultants said those trends create growing operational stress, particularly given the same or similar operator headcount in place since 2019.
