Sanford recognizes veterans group, proclaims Florida Emancipation Day and awards budget-book photography contest winners

The Sanford City Commission used part of its May 12 meeting to present community recognitions and to award winners of a citywide photography contest for the fiscal year 2026 budget book.
Photography contest: City staff said 49 entries were submitted for the inaugural budget-book photography call. Third-place winner Julius Godien was recognized for a photo of Magnolia Square; second place went to Haley Lafferty for a downtown street image; the first-place (cover) photo was credited to Jerus Lake and depicts the Sanford Marina. The cover photo will appear on the front of the city’s FY2026 budget book, while the other winners will be included inside the publication. Finance Director Cindy Lindsey was unable to attend; a staff member presented on her behalf.
Veterans and proclamations: The commission recognized James Melton and Eartha Melton of AMVETS Post 17 and noted the post’s community service activities — from medical transportation and hygiene packs to holiday dinners and school donations. The commission said AMVETS Post 17 will be presented with a formal Memorial Day proclamation at a ceremony at Veterans Memorial Park at 10 a.m. on Monday, May 26.
Emancipation Day: Mayor Art Woodruff proclaimed May 20, 2025, as Florida Emancipation Day in Sanford. Pasha (referenced by the meeting as instrumental in starting Sanford’s Emancipation Day commemoration) spoke about the local history of the 1865 announcement of emancipation and the community events planned, including a “ride to freedom” and activities at Historic Hopper Academy.
Code Enforcement appreciation: The commission proclaimed the week of June 2025 as Code Enforcement Officers Appreciation Week in Sanford, citing the role of code enforcement in public safety, housing, environmental and neighborhood improvements. Rose (introduced in the meeting as the supervisor of code enforcement) and members of the code enforcement team were asked to come forward and were recognized by the mayor.
Why it matters: The recognitions underscore community partnerships — veterans’ service, heritage events and civic engagement — and the photography contest is an outreach effort to involve residents in the city’s budget process.
