• Gas rate suspension: The commission voted to suspend the effective date of a Texas Gas Service Company interim rate adjustment for the maximum 45 days allowed under city authority, delaying the rate change past the original June effective date. Staff said cities cannot challenge the company’s requested increase but can temporarily suspend the effective date.
• Public hearings: The commission approved an abandonment of a 10‑foot electrical and telephone pole easement to allow a property owner to construct a swimming pool, while the city will retain a relocated easement; the item passed after a public hearing. The commission also approved a new vehicle‑for‑hire (taxi) permit for applicant Rodrigo Avila Gutierrez after a public hearing.
• Individual contract awards: The commission approved the five‑year renewal of the landfill engineering/master services contract with SCS Engineers and awarded construction of a new landfill sanitation shop to ZWA Corporation (see separate article for details). The commission also approved procurement awards described on the agenda; motions carried by voice vote.
• Executive session resolutions: After a closed executive session the commission adopted several resolutions authorizing contract actions and project approvals. Notably, the commission adopted Resolution No. 2025‑056 to make a contract award for the City of Brownsville Downtown Renaissance Master Plan to Friese (Friese Nichols / Friese Nichols listed on record) and authorized the city manager to negotiate and enter into an agreement. The commission also adopted resolutions related to projects described in executive session: Project Coalition (Res. 2025‑057), Project Outside (Res. 2025‑058) and Project Stable (Res. 2025‑055); the meeting record shows motions and approvals by voice vote.
• Votes: Most items were approved by voice vote in open session; several executive‑session items were acted on after the closed‑session discussion. The meeting minutes show motions, seconds and voice approvals for the items summarized above.
