Brownsville proclaims May 6 as Dr. Rose M. Z. Gowen Day; commission honors 16 years of service

Mayor and colleagues read a proclamation that listed Gowen’s role in health‑focused initiatives — including the Brownsville Farmers Market, Ciclovia events, the RGB Challenge, the West Rail Trail and work to integrate public health into city planning — and credited her with partnerships involving the University of Texas Health Houston School of Public Health. Several commissioners and city staff praised Gowen’s leadership, recounted memories and said her work emphasized health, trails and grants.
Gowen, a practicing physician and the commissioner at large B, thanked staff, volunteers and family in remarks. The commission presented gifts and invited attendees to a short reception before the meeting continued.
The proclamation text and remarks were largely ceremonial. The commission noted Gowen will remain engaged in civic roles (including chairing BCIC) after leaving the city commission.
