TxDOT says Owens Road bridge will open Friday after weather-related delays

The Texas Department of Transportation told the Brownsville City Commission Tuesday that the Owens Road bridge project is scheduled to open Friday following completion of concrete operations and pending placement of hot‑mix pavement.
Area engineer Andrés Espinosa told the commission the contractor had completed concrete work and crews expected to pave despite recent inclement weather that created soft spots and required additional utility work. The project’s original budget was about $900,000; Espinosa said additional work has pushed the cost into the roughly $1.4 million range.
Commissioners said residents had raised concerns about communications and asked staff to be realistic in public notices if the schedule changes. City staff and TxDOT said they would coordinate and notify residents if unforeseen issues arise.
Espinosa said the new and relocated utilities were verified and that the schedule remained on track for opening after the final paving operation.
