Dickinson commissioners approve engineering contracts, grant cost shares and three gaming site authorizations

The Dickinson City Commission approved a slate of engineering task orders, material-testing contract amendments, state cost-share grant contracts and three gaming-site authorizations at its May 6 meeting.
City staff presented each item and recommended approval; most had little or no discussion before commissioners voted. Highlights of the actions taken include:
- Gaming site authorizations: Approved authorizations for American Legion Matthew Brew Post No. 3 at Sanford’s Grub and Pub (167 14th St. W.), Fort Abraham Lincoln Foundation at Paragon Bowl (1125 W. Villard) and the Dunn County Fair Association at Fatfish Brewing (1031 W. Villard) for the July 1, 2025–June 30, 2026 licensing year. The motions were approved on voice votes with commissioners recorded as aye.
- Engineering task orders and amendments: Commissioners approved an extension to the master services agreement with KLJ Engineering LLC through Dec. 31, 2025; a $580,000 not-to-exceed task order amendment to KLJ for construction engineering on the 2025 road maintenance project; a $567,800 Apex Engineering task order amendment for 2025 water main replacement construction engineering; and other task orders to support multiple 2025 projects.
- Material testing contracts: Approved contract amendments with Braun Intertec (material testing) for the 2025 road maintenance project ($105,590), the 2025 water main replacement project ($81,470) and the Sims Avenue project ($152,006), all on a time-and-materials basis and funded from project budgets or cost-share sources.
- DWR cost-share grant contracts: Approved grants with the North Dakota State Water Commission to fund 60% of engineering/construction for the 2025 water main replacement (not to exceed $1,918,834), Sims Avenue to Ninth Street project (not to exceed $959,736), and the Dickinson High School water main extension project (not to exceed $236,691).
- Dam studies and safety planning: Approved a Barr Engineering amendment for a feasibility study for Manns Dam (project total $103,465; city share $25,864 after DWR cost share) and a Barr Engineering amendment for Queen City Dam emergency action plan and risk assessment (total contract figure recorded; city share detailed in record). Funding was included in the 2025 capital improvement plan and gross production tax accounts.
- Special assessment resolution: Adopted Resolution 15-2025 creating a voluntary sanitary sewer-service special improvement district for eligible developed properties; the assessment would be payable over five years at an interest rate of 3.7% and participation is voluntary.
