Committee forwards routine financial and administrative items to full county board; unanimous committee approval recorded

At its May 1 meeting, the Richland County Executive and Finance Committee approved a set of routine administrative and financial items and forwarded them to the full county board for final action.

The committee approved forwarding a resolution to cancel stale county checks dated Jan. 1, 2023 through Dec. 31, 2023 to the county board. Committee members discussed the administrative burden of reissuing very small checks and noted a separate discussion about setting a minimum check reissue threshold is pending.

The committee also approved forwarding a write-off of outstanding tax certificates from 2012 as required by Wisconsin statute; staff said most of the properties involved are contaminated and therefore not suitable for tax-foreclosure acquisition. The committee discussed one property (a former dry cleaner) that may be a candidate for cleanup grants but noted no county acquisition would be automatic.

The committee accepted approximately $9,113 in April 2025 donations from the foundation to support the county recreation center, including a floor scrubber, door-fob readers, three display screens, pool equipment and marketing items. Staff said the door-fob readers will integrate access and membership records, allowing automatic access changes when memberships lapse.

All motions on these agenda items were approved by voice vote and forwarded to the full county board with no recorded opposition at the committee level.
