Richland County seeks grants to renovate campus courts and trails; committee approves plan amendment and grant applications

Mr. Hardy, presenting for county parks/recreation, said the county hopes to apply for a Land and Water Conservation Fund grant to renovate the campus tennis and basketball courts. “We’re looking at a $300,000 project,” Hardy said, and the LWCF grant would be a 50/50 match (about $150,000 from the grant and $150,000 local match if awarded). Hardy said projects selected in this round would be announced in 2026 and must be completed by the end of 2028.
Hardy also described a Recreational Trails Program (RTP) grant proposal to pay for trail wayfinding, interpretive signs and benches on campus. The RTP request is for roughly $40,000 of a $50,000 project (an 80/20 match); Hardy said the county already has $3,000 committed from the foundation toward the trails match and expected additional community donations for matching funds.
The committee voted to forward the amendment to the 2023 comprehensive outdoor recreation plan and the grant applications to the full county board for approval. Committee members asked about cost estimates, timelines and whether tax levy dollars would be used; Hardy responded the county plans to pursue grants and donations and is not seeking tax-levy funding for the projects.
Also on the campus property agenda, the committee approved forwarding to the county board a resolution to name the former UW–Richland campus trails after Marty Brewer, contingent on confirmation the Brewer family consents. Mr. Hardy said members intended to invite the family to a ribbon-cutting if the county board approves.
No final county funding commitment was made at the committee level; each action was forwarded to the full county board for final approval.
