The Cape Coral Planning and Zoning Commission on May 7 approved Ordinance 21‑25, a small‑scale future land use amendment to allow an athletic facility expansion at a parcel identified as 3415 and 349/3519 Oasis Boulevard.
City senior planner Anthony Santoro said the parcel is “approximately 18 and a half acres” and that the request would take a portion of the property from the parks and recreation future land use designation (PK) to public facilities so the school could have “exclusive access and use for that facility.” He described the parcel as part of a school complex with two existing schools and a vacant, vegetated rear portion where the athletic expansion is planned.
Staff told commissioners the request is intended to reunify a parcel that is currently split between public facilities and parks and recreation, and that the proposed future land use change would not alter the property's zoning. In its analysis, staff reviewed the code criteria in sections 3.5.0.2(c)(1)–(c)(6) and identified the proposal as consistent with comprehensive plan elements 1.15 and 8.1, findings summarized in the staff report. Santoro said the police and fire departments reviewed the request and reported no change to public‑safety impacts beyond minor, routine effects from potential development. He added that staff contacted residents within a 500‑yard boundary and received only informational calls; none expressed opposition after staff explained the split classification.
Commissioners did not receive public comment on the item. Commissioner Schwartz moved to approve Ordinance 21‑25; Commissioner Severson seconded. The clerk called the roll: Aking — aye; Marker — aye; Martin — aye; Senator — aye; Severson — aye; York — aye; Schwartz — aye. The motion carried 7–0.
The change reunifies the parcel under a single future land use designation (public facilities) and, according to staff, is intended to allow the school district's athletic facility expansion without changing zoning allowances. No development plan, building permit, or funding action was recorded in the commission discussion; subsequent approvals or permitting would follow separate procedural steps.
The commission moved on to the next agenda item after the vote.
