Holly Monroy, emergent bilingual program director for Central School District 13J, reported preliminary, unofficial results from the district’s English language proficiency assessments at the board’s June meeting, saying the number of students meeting overall proficiency increased from 45 last year to 63 this year.
Monroy said the district received earlier-than-expected results for the ELPA (English Language Proficiency Assessment) summative and the newer alternate ELPA, which provide overall proficiency levels of emerging, progressing or proficient. She gave school-level counts for students who reached proficiency this spring: Central High School, 4; Talmadge, 8; Ash Creek, 15; Independence Elementary School, 16; and Monmouth Elementary School, 20.
Monroy also presented growth figures. She said district-wide the proportion of students making proficiency-level growth moved from roughly 10% two years ago to 22% this year, and highlighted positive trends at Monmouth Elementary and Ash Creek.
The director cautioned that the figures are preliminary and that the district will publish official totals and more detailed growth-by-domain data (reading, writing, speaking, listening) when the state releases finalized results. She said roughly 606 students in the district were identified as emergent bilinguals at the time of testing.
Board members congratulated the students and staff for the gains. Monroy said the district will bring full data, including domain-specific growth and student counts by school, in a later report.
The data presented at the meeting focused on overall proficiency changes and short-term growth and did not include student-level disaggregation in the preview shared with the board. Monroy emphasized the results represent collaborative work by teachers and staff across the district.
