Board approves first reading of resident/nonresident eligibility policy, amends attendance policy to avoid conflict

The Allegany County Board of Education approved a first reading of a new resident and nonresident student eligibility policy (Policy JFA) at its April 1 meeting and simultaneously amended Policy JC (school attendance areas) to eliminate conflicting language.
Mr. Lewallen presented the new policy language to the board, saying the policy committee has drafted the policy and continues work on the regulation that will accompany it. The JFA policy would become effective July 1, 2025, and board members were told regulations and more detailed guidance would be provided for a second reading in May.
Board members followed with a motion and a second to approve the first reading; the motion passed unanimously. The board then considered Policy JC's amendment, described as "hand in glove" with the new nonresident eligibility policy: because the new JFA provides fuller residency rules, conflicting language will be removed from JC and a revised regulation will be presented to the board next month. The amendment to JC also passed unanimously.
Board members and policy committee members said the regulation accompanying JFA remains under development and will be brought back for final approval at the May meeting.
