Sunset City Council approves polling locations and UDOT and dispatch agreements; one election-services resolution tabled

Sunset City Council on May 6 approved several routine and interlocal agreements and set polling locations for upcoming elections, while tabling one election-services resolution for further questions.
A resolution to approve an agreement with Davis County for election services (Resolution 2025-07) was moved but received no second and therefore was not considered and was effectively tabled. Council members discussed a line-item in the agreement’s exhibits showing $4,000 for delivery of ballots to the post office; one council member asked that staff check whether that cost matched previous years and report back. "Davis County has handled our election routine... it would be interesting to know if it was the same last year as it was this year," the mayor said during the discussion.
The council separately approved the polling locations listed in the packet. Council Member Thompson moved to approve the locations and Council Member Wrigley seconded; the motion carried on a voice vote. The city also approved routine vouchers earlier in the meeting: the packet listed a voucher to Hogan & Associates for road base and asphalt paving for the 75 West project (the packet text shows $28,259) and a voucher for pool covers or a bowery deposit of $21,500. At the time a motion and vote were recorded approving "Hogan Associates for $28,002.59 and for pool covers for 21,500"; the two different figures for the Hogan voucher appear in the transcript and should be reconciled by staff in the minutes.
The council approved Resolution 2025-08, a master agreement tied to UDOT’s Frontrunner project. Council Member Carlson moved for approval, with Council Member Bartling seconding. During roll call, Bartling and Wrigley voted yes, Thompson voted no, and Carlson voted yes; the motion passed 3–1. Council members said the project would have minimal direct impact on the city, with only a small amount of detention-area widening noted by staff.
The council also approved Resolution 2025-09, an interlocal agreement with Davis County to continue dispatch services. The police chief described dispatch consolidation plans and timelines and said Davis County has committed to continue dispatching for Sunset as long as staffing is available. Council Member Bartling moved approval and Council Member Thompson seconded; the resolution passed unanimously.
What’s next: staff was asked to follow up with Davis County on the election-services exhibit questions and to report back by email to council members so the election-services agreement can be reconsidered before any deadlines. The city clerk’s office also announced canvass and special meeting dates for election certification: a special meeting for the primary canvass is scheduled for Aug. 26, 2025, at 6 p.m., and a special meeting for the general canvass is scheduled for Nov. 18, 2025, at 6 p.m.
