The North Logan City Council on May 14 unanimously approved a resolution authorizing the use of eminent domain to acquire a portion of parcel 04-055-0007 (approx. 2581 N 1550 E) for construction of the 2500/2600 North roadway.
City staff summarized a multi-year process of planning, appraisals and offers. An appraisal completed Dec. 14, 2024 valued the portion at $139,900; staff said the city sent a formal written offer for $139,900 on May 7, 2025, which included a proposed donation of city land and relocation assistance for a barn on the property.
Property owner Garrett Ali spoke at the hearing and said the proposal would affect several businesses that operate from his land. "There will be no deal until those are made with the business," Ali told the council, describing a pony farm and other agricultural operations that he said would require separate compensation and possible relocation.
Council members said they had repeatedly tried to negotiate and presented different purchase and land-swap options, but efforts had not produced a signed agreement. City staff said regional grant and loan conditions (including a drinking-water loan previously awarded) made timely completion necessary.
Councilmember Emily moved to approve the resolution; Buzzy Molkell seconded. The council voted unanimously in favor. Staff and the council said negotiations could continue after the resolution and that a court would determine final compensation if the acquisition went to condemnation.
