The planning commission requested that commissioners attend the town hall to answer technical questions.
Why it matters: The town has many nonconforming lots (parcels that do not meet current lot-size or configuration requirements). How the town addresses nonconforming lots can affect future building rights, septic and infrastructure planning, and property values. Any ordinance or zoning change would require separate formal action and cannot be resolved at an informational session.
Council discussion and timing
Council members discussed the logistics of public outreach and the difficulty of compiling a definitive list of nonconforming lots. Staff said determining the full set of lots would be time-consuming because it requires reviewing recorded surveys and county records (tax parcel descriptions are not definitive legal lot sizes). Council members suggested the town could still hold an informational meeting while staff continues to compile records.
The council tentatively selected August (either Monday, Aug. 11 or Aug. 18) at the Senior Citizen Center with a proposed 6 p.m. start to accommodate working residents; staff will check facility availability. The council emphasized the meeting should be strictly informational: the town hall is intended to collect public opinion and data, not to adopt zoning changes on the spot.
Next steps
Council staff will add an item to the June council agenda to finalize town-hall format, date and outreach plan; staff will also consult the Wasatch County Health Department and the fire district to include technical presentations on septic, public-health and emergency considerations for small lots.
