Commissioners award three-year jail food contract to Trinity after lower three-year bid

The Carbon County Board of Commissioners voted to award the three-year food service contract for the Carbon County Correctional Facility to Trinity, following a bid comparison with Aramark.
County staff said the procurement specification required 2,800 calories per inmate per day, and the contract estimate assumed 164,250 meals per year. Two proposals were received: Aramark’s original three-year total was reported as $1,548,220.50 and Trinity’s initial figure was $1,486,134; when scale pricing (reduced per-meal costs at higher inmate counts) was applied Trinity’s three-year total came to $1,313,835.75.
A county presenter explained the importance of scale pricing if the inmate population increases. The presenter said that if the jail population rose from about 150 inmates toward 200, the county’s projected savings under Trinity’s pricing would increase (staff estimated a savings example of about $266,304 if capacity rose). A commissioner commented, “we are actually saving money and that's what the board's here to save money,” as the board approved the contract award.
The motion to approve the award carried with commissioners voting yes in roll call. The contract will proceed under the terms discussed; procurement provided no additional public-health or menu-quality guarantees beyond meeting the calorie specification in the county solicitation.
