Committee recommends renewal of Dogpatch & Northwest Potrero Hill Green Benefit District

The Government Audit and Oversight Committee on May 15 voted to forward to the full Board of Supervisors a resolution declaring the Board’s intention to renew the Dogpatch and Northwest Potrero Hill Green Benefit District (GBD) and to set a July 22, 2025, public hearing on the proposed renewal and assessment ballot.
Percy Birch, legislative aide to Supervisor Walton, and Donovan Lacy, acting executive director of the Green Benefit District, presented the renewal plan. Lacy told the committee the GBD has expanded green open space from about 2 acres to more than 7 acres, leveraged roughly $5 million in assessment dollars to secure over $16 million in public and private funding, and performed maintenance and activation work including planting days, power washing, graffiti removal, and special events. Lacy said the renewal would extend the district’s term from 10 years to 15 years, propose a marginal boundary expansion and raise assessments to an annual total of about $882,000.
Lacy reported petition results from the district’s outreach: 280 “yes” petitions and 32 “no” petitions (weighted averages were cited in committee materials). He also said the average small property owner in the district pays less than $300 per year under the proposed assessment structure.
Vice Chair Sauter praised the district’s transformation and indicated support; there was no public comment. The committee voted to forward the item to the full Board with a positive recommendation. The roll call recorded Vice Chair Sauter — Aye; Member Sherrill — Aye; Chair Jackie Fielder — Aye; motion passed.
Why it matters: Green benefit districts are locally governed, assessment-funded nonprofits that perform supplemental maintenance, greening, programming and capital projects in constrained public-right-of-way and other publicly visible locations. The renewal would continue services in Dogpatch and Northwest Potrero Hill and modestly expand the district’s scope for a new multi-year assessment.
Next steps: The resolution directs the Clerk of the Board to publish notice and set the assessment balloting and public hearing for July 22, 2025. If the Board proceeds, property owners in the proposed district will be balloted per state law and the district’s management plan and engineer’s report will be considered.
