Hortonville board approves sidewalk contract, cancels July 3 meeting and enters closed session; consent agenda OK'd

The Village of Hortonville Board on May 15 approved the low bid for the 2025 sidewalk replacement project, ratified the consent agenda, voted to cancel the July 3 meeting and voted to go into closed session under state statute 19.851(e) and 19.851(c). The board took no reportable action after the closed session and then adjourned.
The board approved the consent agenda by voice vote after a trustee moved to approve and another trustee seconded. A roll call recorded four ayes and the motion carried.
On the 2025 sidewalk replacement, the board heard that three bids were submitted; Capital R Concrete was the lowest bidder at $70,005.73. An unnamed trustee moved to accept the Capital R Concrete bid in that amount; another trustee seconded. A roll call recorded four ayes and the motion carried.
Trustees also voted to cancel the board's July 3 meeting. An unnamed trustee moved to cancel the meeting and a colleague seconded; the vote was recorded as four ayes and the motion carried.
Late in the agenda, the board voted to go into closed session under state statute 19.851(e) ' "deliberating or negotiating specified public business, whenever competitive or bargaining reasons require a closed session, specifically potential purchase of public property and potential sale of property" ' and under state statute 19.851(c) ' "considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility." An unnamed trustee moved the combined motions and another trustee seconded; roll call showed four ayes and the board recessed for closed session. After reconvening, the chair said there was no action on matters discussed in closed session.
The meeting closed with a motion to adjourn that passed by voice vote.
