Council approves ARPA-funded Reprogram York after‑school arts program

York City Council voted to authorize an ARPA-funded agreement with Reprogram York to deliver a therapeutic performing‑arts enrichment program in York City School District after‑school programs for the 2025–26 school year.
Council introduced the resolution and heard remarks from Diaz Woodard, chief executive officer of Reprogram York. Woodard said the program partners with local enrichment providers and has an MOU with the York City School District that would give the program access to the district’s K–8 after‑school programs. "We are geared up to roll out as soon as we are approved to move forward," Woodard said, estimating the program could serve "at least 4 to 500 kids" over the next year.
A councilmember who introduced the resolution described the agreement as an investment in youth services and public safety, saying the program will supplement school offerings and later be integrated with city recreation programming.
Motion and vote: The resolution (introduced as Resolution 33) was moved, seconded and approved by roll call with the five recorded council members voting yes: Buck; John Askew; Dennis; Buckingham; Washington. The motion authorizes the mayor to execute documents with Reprogram York for the $196,300 agreement.
