The Central School District 13J board on Oct. 7 approved two capital purchases using remaining ESSER funds: a Type 10 van for $38,000 to support transportation of students experiencing homelessness and a modular classroom for $155,000 to replace a deteriorating unit used by the district’s 18–21 transition program for students with disabilities.
Superintendent Jennifer Kubista explained that the district had previously shifted staff from ESSER to other funding as part of budget adjustments, leaving a remaining balance. Kubista said the modular currently used for transition programming has a failing roof and floor and is unsafe for students. "We can't get students into that building because we're afraid the floor is going to fall through," she told the board.
The motion to approve the two capital expenditures (SR Capital expenditure request 2191‑02 for $38,000 and ESSER Capital expenditure request 21901‑03 for $155,000) was moved by Millie and seconded by Steve; the board approved both items unanimously, 4‑0.
Kubista said the district had obtained approval from the Oregon Department of Education to shift ESSER funds for these purposes and that both purchases exceed the district’s internal $50,000 board threshold for authorization. The van is intended to provide flexible transport for students placed in programs outside the district, including trips to Salem or Corvallis; the modular will restore space for life‑skills instruction, job‑preparation activities and community‑based training for students aged 18–21.
