Humboldt superintendent warns capital outlay shortfall as board shifts meeting dates

The superintendent of the Humboldt City School District told the board that district revenues and state-mandated teacher pay increases limit how much the district can put into capital outlay, and the board voted to move its June meeting and to cancel its regular July meeting.

The superintendent said statewide pay requirements set for 2027 will require substantial additional teacher-pay allocations and that the board must “skim from different places” to meet those obligations while trying to set aside money for capital needs. “We can't put $200,000 in a capital,” the superintendent said, adding the district will “put the most in it that we can” and will request fund-balance transfers if emergencies require them.

During discussion of the district calendar and budget timelines, board members said the district must deliver its budget to the city so the city can meet its posting deadlines. The board voted to move the June 12 meeting to June 5 so the city could include the district budget on the city's agenda, and later voted not to hold a July meeting to give staff planning and vacation time for work on new state-required policies.

A board member explained the scheduling choice: the earlier June meeting would allow the board to approve the budget in time for the city to act. The motion to move the June meeting was made, seconded and approved; the chair announced, “Ayes have it.” The motion not to hold the July meeting also passed by voice vote.

Board members repeatedly emphasized the district's limited flexibility: restricted grant funds cannot be used for general capital outlay, and the superintendent said the district will seek additional grants and, if necessary, bring back a budget revision request for board approval.
