Harris County seeks multiple Major Thoroughfare Plan deletions and reconfigurations

Harris County staff presented a bundle of proposed map changes to the Houston Major Thoroughfare and Freeway Plan (MTFP) intended to avoid construction in flood-prone areas and eliminate short, infeasible linkages.
Scott Barker with Harris County described four separate requests: reconfiguring Northpointe Boulevard to move an intersection out of the Falkey Gully floodway; removing an approximately 300-foot incomplete segment of Cypress North Houston south of U.S. 290; removing larger Cypress North Houston segments west of FM 1960 and downgrading Salon Road to a collector; and deleting a planned Mushki Road extension across Cypress Creek into Bridgeland. "The county has no intentions of extending this road across 290 and therefore ask that this small segment be removed from the thoroughfare plan," Barker said about the 290 crossing.
Why it matters: the amendments are intended to reduce design constraints and avoid building in floodways or across expensive railroad and highway crossings. Barker said the Northpointe realignment would bring the intersection to grade and "out of the floodway," avoiding drainage impacts. For the Cypress North Houston west-of-1960 request, the county proposes building a detention pond on the north‑west side of 1960 and therefore asked that the segment be removed from the MTFP and that Salon Road be reclassified as a collector to serve adjacent industrial uses. Barker also asked to "remove West Greens from Gessner to 249 to Mills Road" because completed apartment construction blocks that extension.
On Mushki Road, Barker said the alignment north of 290 would cross an extensive Cypress Creek floodplain and through a park, and the county does not see feasible construction; applicants therefore request deletion of that segment from the MTFP.
Supporting details: Barker showed maps indicating where alignments cross floodways, railroads and existing development. He said the requests follow coordination with local precinct staff (he referenced coordination with Precinct 3 on Northpointe). Commissioners asked clarifying questions but no action was taken; the meeting was a workshop and the items will go through public meetings and a future public hearing.
What's next: staff will include these applications in the public outreach schedule and return to the commission for a public hearing on July 24, 2025, prior to any final recommendation to city council.
