City planning staff and the applicant presented revised materials for a proposed project at 1016 Whitlock Avenue, clarifying building elevations, site landscaping and recreational court plans, and answering council questions about sidewalks, road improvements and utilities.

Details: Planning staff said, “they have provided those now,” referring to side and rear elevations and a revised landscape plan that relabeled a previously marked “tennis court” as a “pickleball court.” The materials describe a three-foot-high black vinyl-coated chain-link fence around the court and hedge plantings; the plans also specify there will be no lighting associated with the courts, according to the applicant’s representative, Colby Henson.
On sidewalks, staff reported the applicant “does not intend to add them” for this project. Regarding the adjacent road, the mayor and staff said the section that will serve the development will be improved by the developer in coordination with public works and the county, while the privately owned remainder of the drive will remain as-is. Staff noted that if utilities, sewer work or power-line relocations change the plan in a substantive way the project would need to return to council.
Applicant representation: Mr. Colby Henson said the developer supplied the additional elevations and a clarified landscape plan for council review and indicated the road and undergrounding of utilities will be addressed with public works and the developer prior to final approval.
Next steps: Staff indicated the applicant will be present at the 7:00 p.m. meeting to answer public questions; council members asked that any substantive changes to the plan be returned for re-review.
