Bayou City Waterkeeper urges Planning Department not to trade thorough environmental review for efficiency

Summary
A Bayou City Waterkeeper representative told the council workshop that streamlining planning processes must not degrade environmental and flood-mitigation reviews and urged continued investment in GIS data and public engagement.
Guadalupe Fernandez, speaking for Bayou City Waterkeeper during public comment at the budget workshop, supported the Planning and Development Department’s push for efficiency but warned that faster permitting must not come at the expense of environmental and flood-mitigation reviews.
Fernandez urged continued investment in the department’s GIS mapping, saying those data and maps guide safety, flood management and environmental-impact decisions across city departments. “Streamlined processes must maintain rigorous scrutiny of environmental impacts on our values and green spaces, and prioritize thorough risk assessment and mitigation in partnership with Houston Public Works and other relevant departments,” she said.
She also called for transparent and equitable public engagement, noting that truck-route mapping and other plans should ensure outcomes that protect vulnerable communities. Fernandez said the organization looks forward to collaborating with the department on an efficient permitting process that retains robust safeguards.
Ending: Fernandez’s remarks closed the public-comment segment of the budget workshop; the Planning and Development Department had earlier described planned efficiency gains and GIS investments during its presentation.
