Houston planning department exploring AI for front‑desk inquiries and future plan review

Director Von Tran said the department is piloting AI tools to handle public inquiries and email volume, with potential long-term interest in AI-assisted plan review but noted challenges because Houston is an unzoned city.
Von Tran said the Planning and Development Department is exploring artificial-intelligence tools to handle high-volume front-desk inquiries and thousands of departmental emails in order to free planners to work on technical reviews.
Tran said Deputy Director Robert Williamson and the chief of staff are leading early-stage work evaluating technical software. “We’re in the early stages… we’re reviewing some of the technical softwares, and so we'll hope to come back to you,” Tran said. He expressed optimism that AI could be put into production within about 12 months if budget and technical constraints allow.
Council members asked whether AI could be used for plan review as well. Tran said AI-assisted plan review is on the department’s wish list, but Houston’s lack of conventional zoning complicates adoption of existing commercial software designed for zoned cities. He said available tools might help with specific tasks — for example, automated scanning that highlights plot and survey details — but that end-to-end AI plan review would be a longer-term effort. “I think for Houston, we are in a different category, and it might take a lot more for us to get there,” Tran said.
Tran framed immediate AI initiatives as freeing staff from repetitive tasks, noting that answering frequently asked questions consumes substantial planner time. He emphasized the department will evaluate technology choices and return with timelines and budget needs.
Ending: Tran said the department will return to council with timelines and outcomes of early AI evaluations; deployment will depend on budget approval and technical fit with Houston’s planning processes.
