Plainview approves interlocal with SPAG to seek Texas Parks and Wildlife grant for Kidsville replacement

Plainview City Council on May 13 approved an interlocal agreement with the South Plains Association of Governments (SPAG) to prepare and submit a Texas Parks and Wildlife Department grant application to replace the Kidsville playground at Running Water Draw Park.
The project is listed in the city's comprehensive plan and parks master plan, and staff recommended the agreement so SPAG can assist with grant administration and application preparation. The grant described by staff is a 50/50 matching grant program with a maximum award of $750,000.
Tim Crosswhite, the city's capital improvement manager, told the council the existing Kidsville structure was built in 1991 and has been maintained by park staff but now requires replacement because structural elements in the ground are rotting. Crosswhite said the city met with Texas Parks and Wildlife and SPAG on May 7 and that the agencies responded positively to the city's plan and its focus on inclusive, ADA-compatible design and safety.
Crosswhite said the parks department has been setting aside funds in anticipation of the project and that, if the city wins the grant, staff will return to council later to approve a contract for grant administration with SPAG.
Councilmember House moved to approve the interlocal agreement; Councilmember Rascon seconded. The mayor announced the vote was unanimous and the interlocal agreement was approved.
The council did not set a construction timeline during the May 13 meeting. Staff said additional design and funding steps would follow if the grant application is successful.
