HR recommends nonrenewal of KBHS radio lease; district to offer FCC license to government entity or surrender it
Summary
Human Resources recommended that the district not renew the American Tower lease for KBHS (the district radio station), noting the station has not been used by students since 2013 and that continued lease costs are substantial. HR proposed selling the FCC license for $1 to a government entity or surrendering the license.

The Mount Diablo Unified School District’s human resources office recommended the board not renew the district’s lease with American Tower for the KBHS radio license and to transfer or surrender the license.
Liani (Vianney) Medina Estrada of Human Resources presented the recommendation on behalf of HR. Samantha Allen (LCAP/curriculum lead) stated that the district’s schools have not operated radio station KBHS since February 2013, that the lease and associated costs have totaled roughly $300,000 since 2013, and that continuing the lease would cost about $170,000 over the next five years. Allen recommended the board approve nonrenewal of the American Tower lease, set a sale price of the KBHS FCC license at $1 if the buyer is a governmental entity, or alternatively surrender the FCC license to the federal government. She also requested the board seek the county superintendent’s approval of a transfer or surrender.
The recommendation frames KBHS as a resource not in the district’s Local Control and Accountability Plan and not used by students for more than a decade. After Allen’s presentation the meeting opened for public comment which began with a KBHS representative.
Ending: The item was presented for board consideration; the transcript records the recommendation and the start of public comment but does not record a final board vote on nonrenewal during the meeting excerpt.
