Kenai staff outlines comprehensive review of conditional use permits, enforcement and rezoning options

Kenai Planning Director Butner told the Planning and Zoning Commission at a May 14 work session that staff has begun a citywide review of conditional use permits, saying the review will look for improvements to issuance, monitoring and enforcement. "One thing that you asked me to do earlier in the year, is to start to look at our conditional use permit process from start to finish and kind of look where there might be some improvements," Butner said.
Butner said the review is intended as a conversation starter and that any changes would rest with the commission and city council. The presentation included an interactive map showing 92 active CUPs citywide, clusters near Kenai Landing and Angler Road, and a land-use table that lists 549 potential conditional uses. "There's a lot of maybes out there," Butner said, noting that a high number of conditional listings can make it harder for applicants to know whether a use is allowed by right.
Why it matters: The review could affect where lodging, guide services, short-term rentals, natural resource extraction sites and other uses are allowed or require CUPs. That in turn affects residents’ quality of life, permit applicants and landowners.
