Working group discusses a central gathering area and a community arts venue; staff says town would not finance a performing-arts center

Town principal planner Malini Sims briefed the group on survey results showing community interest in a central gathering area and a performing-arts or cultural center. "Over half the community did want to have a central gathering space," Sims said, and she reported that 58% of survey respondents supported a performing-arts facility tied to the gathering area.
Participants pressed for detail on what "connecting" sites would mean. Dawn (Resident/Working Group member) asked whether "connecting" Steam Pump Ranch, Rooney Ranch and other sites meant physical walkways; Sims said connections could be physical, aesthetic (consistent signage or design), or marketing-related. Tom (Resident/Working Group member) suggested partnering with local schools and noted Catalina Foothills High School as an example of a school-based performing venue that serves a broader region.
The group discussed funding and operations at length. Several members cautioned that a performing-arts venue can be costly to build and to sustain. "In no way, shape, or form is the town paying for this," Sims said, describing staff's intent to help a nonprofit explore funding and permitting rather than to underwrite construction. Colleen (Resident/Working Group member) said she supports a nonprofit-led, multiuse arts center and recommended that any facility include adequate backstage and technical space.
Participants also discussed ancillary features for a central gathering area—shopping and dining, shade, walkability, shared parking and placemaking—and recommended that the plan clarify whether school partnerships would include use of sports fields, auditoriums or other facilities.
Staff indicated they will add clarifying language to the actions and will state explicitly that the nonprofit would lead fundraising and feasibility work; no town funding commitment was made at this meeting.
