The York County Planning Commission voted to recommend approval of an amended proffer statement for property at 111 Faulkner Road (application ZM208-25), sending resolution PC25-15 to the Board of Supervisors with a recommendation of approval.
Staff said the amendment removes two previously accepted proffers tied to the 2023 rezoning that had required vacating the shared property line between 111 Faulkner Road and 6903 George Washington and vacating a 50-foot access easement that crossed 6903 George Washington. The applicant asked to keep the metal property line and the access easement in place because the two parcels are subject to different mortgages; staff explained vacating the line would create a significant financial burden for the applicant’s financing. Staff told commissioners the changes would not alter the GB (General Business) zoning classification, would not change the approved uses (outdoor RV storage and associated uses), and that site-plan review would address landscaping and access-yard impacts.
Applicant representative Mike Ware, an attorney, told the commission lenders and financing realities prompted the change and that the development plan otherwise remains the same. Ware also noted the site sits within a watershed and that stormwater/retention-pond issues have affected project timing. Ware said the existing house on the parcel would remain as a supporting accessory structure for equipment and would not be used as a residence.
After closing the public hearing (two speakers had signed up; Ware spoke), commissioners discussed the limited scope of the amendment and its lack of effect on permitted uses. Mr. King made the motion to adopt resolution PC25-15 recommending approval of the amended proffers; commissioners present voted in favor and the motion passed.
Staff clarified that if the property line remains in place, some site-plan landscape yards and access easement alignments will be addressed at the site-plan stage before building permits are issued. The recommendation sends the amended proffers to the Board of Supervisors for final action; the commission did not approve any site plans or construction at this meeting.
