Minn. House refuses to concur on Senate amendments to HF2435 and appoints six-member conference committee

The action followed a message from the Senate, read to the House by the secretary of the Senate, Thomas S. Bodern, announcing the Senate's passage of amendments to House File 2435 and requesting the House's concurrence. Representative Biermann of Dakota moved that the House refuse to concur. "That is my motion. We have some work to do on this bill, and I would appreciate a non concurrence. Thank you," Biermann said. The House approved the motion by voice vote.
House File 2435 is described in the Senate message as "an act relating to state government modifying provisions relating to health, finance, and policy." The Speaker announced appointment of the following House members to the conference committee: Bierman, Kattiza Watoone, Reyer, Bakker, West and Nadeau. The Speaker's announcement followed the House's refusal to concur and is intended to begin negotiations with a Senate-appointed committee on the disagreeing provisions.
Earlier in the session the Speaker called up noncontroversial motions and, "If there is no objection, we'll take action on these motions first." Seeing no objection, the motions prevailed by voice vote. Later in the session Representative Niska moved that the House adjourn until 11 a.m. Thursday, May 15, 2025; that motion also prevailed.
No roll-call vote totals were recorded in the transcript for the refusal-to-concur motion or the adjournment motion; both were approved by voice vote as recorded in the House minutes.
The conference committee named by the Speaker will meet with a Senate committee to reconcile the two chambers' versions of HF2435. The House did not specify a schedule for the conference committee in the recorded remarks. The House will reconvene at 11 a.m. on Thursday, May 15, 2025, as announced during the adjournment motion.
