Panel advances bill altering professional engineer and land surveyor exam and experience rules, adds architecture credential change

Assemblymember Gregory Hafen II, sponsor of Assembly Bill 270, told the Senate Commerce and Labor Committee the bill revises licensure requirements for professional engineers and land surveyors by allowing the Nevada board to accept the national examinations administered by the National Council of Examiners for Engineering and Surveying (NCEES) or equivalent exams and by changing experience thresholds for waiving fundamentals exams.
Hafen said the measure removes some board-specific education and exam-administration language and allows applicants who meet national-exam standards to be licensed without duplicative state-administered testing. The bill also raised the experience threshold for waiving the fundamentals of engineering exam from the original assembly draft to 10 years after stakeholder requests.
Cassie (Cassidy) Wilson and other board representatives described a friendly amendment to add the Board of Architecture and Residential Design: the board would accept credentials from Pritzker Prize laureates or registration in other jurisdictions in lieu of examination for architects and residential designers where appropriate. The amendment was presented as a stakeholder-driven technical fix to facilitate certain high-profile projects.
Committee members asked how compact qualification and board representation would work; board representatives confirmed Nevada would have a delegate on any multi-state commission set out in a compact model and that delegates are board members or staff. Supporters said the bill modernizes testing to national standards and eases barriers for applicants from diverse educational paths.
Work session action: the committee later took a work session vote to "amend, do pass" AB270. A motion to amend and do pass was moved, seconded and carried by voice vote; the floor statement was assigned to Senator Lang.
