Franklin County proclaims National Prevention Week, cites reductions in youth substance use

The Franklin County Board of Commissioners on May 14 proclaimed a week in May as National Prevention Week and heard from Caitlin Becker of the Franklin Fulton Drug & Alcohol Program about local prevention activities and youth survey results.
Becker told the commissioners that prevention is most effective when it starts early and engages families, schools and community partners. She highlighted the Healthy Communities Partnership of Greater Franklin County and thanked area organizations, churches, schools and parents for prevention outreach.
The proclamation cites 2021–2023 Pennsylvania Youth Survey trends showing declines among 12th graders: alcohol use from 31% to 20%, marijuana use from 15% to 9%, and vaping from 25% to 16%. The county’s prevention programs also reported participation figures (presented in the proclamation): in 2024, 2,300 students participated in the Too Good for Drugs program; 300 girls took part in the Girls Go initiative; 66 students were screened through the Student Assistance Program (SAP) and 84 participated in SAP support groups. Becker and commissioners urged continued community investment in early prevention.
