Howard Connell, a City of Kyle resident, used the meeting's public‑comment period on May 12 to ask the Charter Review Commission to address what he described as systemic weaknesses in the city's ethics and credit‑card policies.
“I strongly urge the committee to address this concern for the greater good of the hardworking taxpayers of Kyle and let the council wrestle with it,” Connell said. He told commissioners he had filed two complaints that were dismissed on the basis that the city’s code of ethics and credit‑card policy were “legally insufficient” to sustain a complaint. Connell said he had compiled a list of questionable credit‑card transactions and asserted the city’s internal vetting had allowed “tens of thousands of dollars” to be “squandered” without adequate accountability.
Connell asked the commission to revisit related charter or ordinance language so the city has clearer authority to investigate alleged misuse and process complaints. Commission staff (city attorney and city secretary) told him they would review prior minutes and the posted backup to confirm which suggestions had already been discussed and would return with that information at a later meeting.
