Approved items - Z2025-017: Specific-use permit requested by James Jackson on behalf of East Ridge Church of Christ to allow expansion of a house of worship on a 15.159‑acre parcel at 670 Stodge Hill Road. Staff reported the property contains an existing 54,766‑square‑foot church and a 50,000‑square‑foot parking area; the applicant proposed a roughly 31,500‑square‑foot addition for classrooms and offices. Staff mailed 35 notices; two written notices of opposition were received. The commission voted to approve the specific-use permit, 4–0.
- Z2025-018: Rezoning request by Adam Bucek of the Skorberg Company on behalf of the estate of Carl Irwin to change a 2.5181‑acre portion of a larger tract (from agricultural to Single Family‑1) at 379 North Country Lane. Staff said the parcel conforms to the Northeast Residential District density and that 62 property‑owner notices were mailed; no written responses were recorded. The commission approved the rezoning, 4–0.
- Z2025-019: Applicant requested withdrawal of a specific‑use permit for a detached garage; the commission approved the withdrawal, 4–0.
- Z2025-020: Specific‑use permit requested by Justin Jeffers for an accessory structure (655 square feet; height approximately 20 feet 4.25 inches) at 1214 East Fork Road that exceeds standard size and height limits. Staff reported no written opposition among 75 mailed notices; commissioners raised the size/height issue but approved the request on a discretionary basis, 4–0.
- Z2025-022: Specific‑use permit for residential infill at 704 South Alamo Road (Lot 2 Block A, High Ridge Estates). Applicant proposed a single‑family home of about 5,000 square feet; staff mailed 66 notices and received no written responses. The commission approved the SUP, 4–0.
Tabled items - P2025-013 (preliminary plat for Rockwall Retail addition) was tabled to the June 10 Planning and Zoning Commission meeting for updated exhibits.
- SP2025-014 was tabled to May 27 (applicant to return at that meeting).
Procedural notes and next steps All approvals were recommendations to the City Council where applicable (rezonings and any ordinances require council action). Staff advised applicants about subsequent steps—ordinance drafting, replatting or conditions to be included in council packets. Several of the approved items were noted by staff as discretionary decisions for City Council (rezonings and SUPs where the use or map designation is in question).
