Bountiful to renew administrative-services agreement with South Davis Recreation District

Bountiful City Council approved a one-year renewal to provide accounting, maintenance and other administrative services to the South Davis Recreation District, continuing a long-standing arrangement at a monthly charge of $20,839.
The Bountiful City Council on May 13 approved a one-year renewal of the interlocal agreement under which the city provides administrative and field services to the South Davis Recreation District.
City staff said the contract covers accounting and finance, accounts payable, human resources, payroll, information technology, lawn care and irrigation, parking-lot plowing and sweeping, field maintenance and lighting. Tyson Beck, a city staff member presenting the proposal, told the council the work requires the equivalent of about 12 full-time employees and one part-time employee and about 341 hours per month of staff time. The city would be paid $20,839 per month under the proposed contract, a 5.52% increase from the current fiscal year, Beck said.
The renewal continues a long-standing arrangement that began in 2007. Beck told the council the city estimates its charges based on expected hours and personnel costs for the next fiscal year, and that the agreement includes a 10% discount historically offered by the city.
Council members discussed whether Bountiful should continue to discount its services. One member said the discount is intended as a neighborly gesture and noted that the rec district’s facility is in Bountiful and is heavily used by city residents. Beck said the city does not track exact hours by employee, which is a reason the city uses an estimated cost and applies the established discount. The rec district board approved the agreement at its meeting the night before, staff said.
The motion to approve resolution 2025-03 to renew the interlocal cooperation agreement passed unanimously.
The agreement will run from July 1, 2025, through June 30, 2026, unless amended, and staff said the rec district will continue to pay the city for the services rather than receiving an ongoing subsidy from the city.
Council members said they would be open to further discussion of the discount at a policy retreat but supported the one-year renewal to allow continued operations and budget planning.
