Community Development Commission appoints six members to new housing committee; Longoria named chair

The Community Development Commission on May 13 appointed six commissioners to a newly established Housing Committee and named Commissioner Longoria as the committee chair.
Chair Noe Elias told the commission that the housing committee is intended to explore in-depth policy issues related to affordable housing and community development and that a staff member will be assigned by the Neighborhood Housing and Community Development Department. Elias said the committee must be approved by the City Council Audit and Finance Committee before it may begin meeting.
Commissioners appointed to the housing committee—who accepted their appointments—are Commissioner Longoria, Commissioner Tisha, Commissioner Brewster, Commissioner Noe Elias (the chair also appointed himself), Commissioner Treis, and Commissioner Lyric; Commissioner Trice volunteered and was added as well, bringing the appointee count to six. Longoria accepted and said she looked forward to working with other commissioners "to learn more how we could affect housing policy." Tisha deferred the committee chair nomination to Longoria, who accepted.
The commission reviewed the committee’s bylaws during the meeting: the committee should have at least three appointed board members, a majority of appointed committee members constitutes a quorum, the committee shall meet at least quarterly, and committee meetings must be posted and follow the Texas Open Meetings Act. Elias said the chair must appoint a committee chair with the member’s consent.
Why it matters: The housing committee will be the commission’s principal vehicle to pursue detailed work on housing preservation, displacement prevention and other housing policy matters. Appointments are subject to council audit-and-finance committee approval before the housing committee may convene.
Next steps: Elias said he will submit the appointee list to the city clerk so the city audit-and-finance committee can consider the appointments. The commission discussed holding committee meetings an hour before regular CDC meetings but said schedule details will be finalized after formal approval.
No formal committee meetings were held during the May 13 CDC meeting.
