Austin ISD lays out framework, timeline and public input process for possible school consolidations

Austin Independent School District officials presented a districtwide school consolidations process and public engagement plan and asked community members to complete a Google Form by Tuesday, May 13 to help set the values and criteria that will guide the work.

District Director of Planning Dr. Rachel French, the project manager, and Chief Operations Officer Christine Steenport described consolidation as “the merging of 1 or more schools into 1 school through a process of boundary changes, facility closure, and or facility repurposing,” and said the effort could affect all campuses in the district.

The district said the input will inform a draft framework that staff plan to present to the Austin ISD board at its May 22 meeting. Staff presented a multi-month roadmap: an initial data-collection and tool-development phase through June; analysis and refinement in July–September (including campus-level analyses and transition planning); and finalization with a board vote expected in October–November. Steenport said the district will present a completed decision tool by the end of June but will not run campuses through it or publish a recommended list at that time.

French said the district will use a layered approach: a data-driven “tool” to produce an initial list of campuses for consideration, followed by contextual review and transition planning. She described the meeting’s main question for participants as: “what are the items that the district should consider when making decisions about school consolidations?” and said the Google Form will first gather broad ideas, then ask respondents to rank their top one-to-five priorities.

Officials said they will review frameworks used by other Texas districts, citing examples from San Antonio ISD, smaller districts including Donna, and Lewisville ISD to illustrate different criteria and guiding principles other districts have used. Steenport described a recent internal workshop with staff and said the district is building on feedback from the long-range plan and the Equity Advisory Council.

Steering committee members identified in the presentation include the project manager (Dr. Rachel French); Chief Operations Officer Christine Steenport; Ali (listed by first name in the presentation); Katrina (chief of communications); Lakeisha (interim chief financial officer); and Brandy (listed by first name). Steenport and French said the district is coordinating with principals and a district DRE and communications team to design the public survey so results can be disaggregated.
